NETL Pittsburgh, Pennsylvania, and Morgantown, West Virginia, Cafeteria Operation

The National Energy Technology Laboratory (NETL) is seeking operators to provide cafeteria operations at NETL’s sites in Pittsburgh, Pennsylvania (located at 626 Wallace Rd) and Morgantown, West Virginia (located at 3610 Collins Ferry Rd). Prior to COVID, the on-site cafeterias provided full-service operation. In the post-COVID environment, the number of personnel on-site has been greatly reduced due to telework and remote work options.

For both sites, personnel attendance peaks Tuesday through Thursday. During the summer months, Food Trucks were invited to both sites during peak attendance days; an average of 30-40 employees per site participated. In Pittsburgh, the cafeteria facility is approx. 4,800 sq ft, with an estimated 250 NETL employees assigned to this location. It’s also estimated that an additional 75 personnel from other agencies sharing the site would have access to the cafeteria operation. In Morgantown, the cafeteria facility is approx. 2,200 sq ft, with an estimated 225 NETL employees assigned to this location.

Both cafeterias were renovated prior to COVID and offer commercial-grade appliances and furnishings.

Vending operations at both sites are run by the State Licensing Agencies and the Randolph Shepard Act Program. Menu offerings may be limited to items that do not directly compete with those products typically offered by the vending operations. Operators selected may be subject to terms and conditions included in a memorandum of understanding.

Interested operators are required to provide a written narrative detailing the services to be offered (e.g., grab-and-go, cafeteria style, etc.). The narrative must include, but is not limited to, the location (Morgantown and/or Pittsburgh) the applicant proposes to operate, schedule (to include days and hours of operation), menu (to include items and pricing). NETL will make a single selection for each location (one for Pittsburgh and one for Morgantown, for a total of two operators) based on the most favorable benefit to the organization, to include menu (items, variety, and pricing) and schedule (days and hours of operation).
