The electronic reading room is part of NETL's strategy to provide information that may benefit potential offerors in preparing their proposals. The information is provided to assist the reader in gaining an enhanced understanding of the requirement.
The electronic reading room is living document with regular updates as new solicitations are anticipated and developed and new information is made available; changes should be expected throughout the solicitation process and up to the issuance of each new solicitation. It is expected that this reading room will be the link to future information provided for each of the follow-on contracts.
It is planned that this reading room will work in conjunction with FEDBIZOPPS and Fedconnect for release of offeror notifications as we progress through the solicitation process.
This information should always be viewed as being "draft" until the solicitations are officially released to the public.
The current contract structure represents six major site support contracts:
Research and Engineering Services/Support, Mission Execution and Strategic Analysis Support, Information Technology, Operations and Maintenance Services/Support, Support Administrative Services, Site Operations Services/Support, and Site Security Services.
In addition, NETL has support services for other services such as A&E Services that may be posted to this electronic reading room.

NETL has assembled a Director’s overview, site support program briefing, and virtual tours of relevant on-site research facilities as a means to provide interested parties with information and insight into the operation and mission of NETL.
This information will assist interested parties in understanding the various NETL sites and types of research conducted, and will provide general information relative to solicitations for follow-on site support services with the intention of encouraging full and open competition resulting in the best value for NETL.

Site Security Services
The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) has issued a DRAFT competitive RFP 89243318RFE000004 as an 8(a) small business set-aside for Site Security Services at the Albany, OR; Morgantown, WV; and Pittsburgh, PA facilities. The offeror is required to be a contract holder under GSA Federal Supply Schedules. Proposals are not requested at this time. All comments must be submitted no later than February 28, 2019 at 1:00 PM ET. The solicitation is available on GSA e-Buy, FedConnect, and this reading room.
Classification Support Services (CSS)
The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) on behalf of the Office of Classification (OC) within the Office of Environment, Health, Safety and Security (EHSS) has issued a DRAFT competitive RFP 89243318RAU000001 as a 100% small business set-aside for Classification Support Services. The purpose of this requirement is to provide specialized technical, analytical, document review, and administrative support to OC. This support includes, but is not limited to, services such as: conducting studies, providing analysis, and preparing reports. This support is required in the following areas: (1) Document classification/declassification review; (2) Classification and control guidance development, revisions, and review support; (3) Policy and procedure development support, appeals, education, outreach, and appraisal support; and (4) General administrative and file room/mail room management and support.
Coal-Based Power Plants of the Future
The U.S. Department of Energy’s (DOE) Office of Fossil Energy (FE) and the National Energy Technology Laboratory (NETL) issued a competitive solicitation, 89243319RFE000015, on 12/6/2018. The solicitation is a unrestricted full and open competition for conceptual design for coal-based power plants of the future, and an option to conduct a preliminary front end engineering design (Pre-FEED) to prove the technical and economic feasibility of the approach identified in the conceptual design.
