Solicitation DE-SOL-0003641 — Contract DE-FE0023656 has been awarded to US&S -  E2 I, LLC, in response to the Site Operations Support Services (SOS)  solicitation (DE-SOL-0003641).

The Department of Energy (DOE) National Energy Technology Laboratory (NETL) has a requirement for Site Operations Services (SOS) to support the day-to-day operations of NETL at various locations, mainly Albany OR, Morgantown WV, and Pittsburgh PA. This requirement encompasses various operational and maintenance support necessary to maintain the infrastructure of the facilities including but not limited, to Site Management Support; Environment, Safety, and Health (ES&H) Support; Property Support; Grounds Maintenance Support; Janitorial Support; and Mail Room Distribution Support.

The acquisition is set aside for 8(a) small businesses who qualify under the North American Industrial Classification System (NAICS) code 561210, Facilities Support Services, with a small business size standard of $35.5M. The North American Industrial Classification System (NAICS) code for this effort is 561210 with a size standard of $35.5M. The NAICS is provided for use by businesses in determining their appropriate business size. For further information on business size definitions please refer to the Small Business Administration's web site. The SBA Requirement Number is 0390/12/203735/01. Proposals will only be accepted from eligible 8(a) Offerors under Federal Acquisition Regulations (FAR) Subpart 19.8. 

The Government anticipates a single award of an Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract with a base performance period of two years, with three-1 year option periods for a potential 5 year total period of performance.  The DOE reserves the right to award the contract type and number deemed in its best interest.

NETL is using the FedConnect web portal (found at  https://www.fedconnect.net) to disseminate the solicitation, receive questions, and accept proposals for the Request for Proposal (RFP).  To find the RFP, click on "Search Public Opportunities" and search by the RFP Number, DE-SOL-0003641.   

All questions regarding the content of this solicitation must be submitted electronically via FedConnect. You must register with FedConnect to respond as an interested party to submit questions, and to view responses to questions.   Questions and answers will also be posted on the table of contents below. Questions will not be answered over the phone. The Contracting Officer must receive questions regarding the RFP via FedConnect no later than ten (10) business days (01/18/2013) prior to the established due date of 4:30 pm local time on 01-28-2013. The Government reserves the right to not respond to any questions received after this timeframe.

Proposals must be submitted in accordance with the requirements of the RFP (See Section L).  Offerors are also advised to give particular attention to the evaluation criteria identified in Section M.
