UPGrants Eligible Entities

DOE has issued a notice of intent (NOI) describing a proposed funding opportunity announcement (FOA) entitled “BIL-Carbon Utilization Procurement Grants Under Bipartisan Infrastructure Law Section 40302”. This NOI can be found on  FedConnect. The planned FOA will be published on FedConnect under DE-FOA-0002829.

To be eligible to receive a grant under the proposed FOA, an entity shall be:

  1. a State;
  2. a unit of local government; or
  3. a public utility or agency.

“State means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any agency or instrumentality thereof exclusive of local governments.”  2 CFR 200.1.

Eligible entities applying to this FOA will need to procure and use materials from a manufacturer that has received a satisfactory critical review of their product’s life cycle analysis (LCA). Manufacturers that have met the criteria will be listed on the UPGrants Vendors page, which also includes a description of their product and a point of contact. The list will be updated as additional vendors submit LCAs that have satisfactorily completed critical review.

Earlier this year, a series of workshops specific to the UPGrants program were organized by DOE in collaboration with the United States Energy Association. These presentations were recorded and are available for viewing through the USEA website or the UPGrants Resources page. For eligible entities, particular videos of interest may include “Carbon Conversion: IIJA initiatives and Grants” presented by Amishi Kumar Claros, and “Carbon Conversion Program: Overview and Wider Thoughts” presented by Joseph Stoffa.
