Research General Engineer/Research Physical Scientist, GS-0801/1301-13 or 14_SSAE (Direct Hire)

This position is located in the Research & Innovation Center (RIC), Strategic Systems Analysis and Engineering (SSAE) Directorate, at the National Energy Technology Laboratory (NETL). SSAE’s broad competencies include process and cost engineering; subsurface systems analysis, infrastructure, and resource assessment; environmental life cycle analysis; process systems engineering and dynamic optimization; energy economic and energy markets analysis. For this position the incumbent will perform complex technical and economic analysis of emerging issues associated with evolving US energy systems and markets. A deep familiarity with the energy sector; associated commercial, emerging, and concept-stage technologies; relevant literature; state-of-the art- modeling tools and techniques; data and statistical analysis techniques; and cost estimation methods will be used to produce novel insights and R&D direction in support of the cost-effective, environmentally benign use of domestic energy resources as part of a reliable and secure domestic energy infrastructure. The incumbent will be expected to conceive, plan, direct and conduct applied research.

This position is within the Energy Efficiency & Manufacturing Directorate in the Technology Development Center.

This position serves as a Senior Management Technical Advisor in the Technology Development Center, Energy Efficiency & Manufacturing (EE&M) Directorate, at the National Energy Technology Laboratory (NETL). The overarching mission of EE&M is to implement national research, development, and demonstration programs in support of energy efficiency technologies. A major focus of EE&M is to lead technical and business teams to define, solicit, negotiate, award, management, and deliver federally sponsored research & development benefits for the program(s). For this position, the incumbent’s responsibilities will include but are not limited to:

  • Serves as the primary technical point of contact/interface for planning and execution between EEM and key senior-level DOE customers including Energy Efficiency and Renewable Energy (EERE). Leads communication with senior EERE and Golden staff to integrate NETL and EERE systems (EPIC, Exchange, PMC, etc.) and processes.
  • Responsible for defining the technical scope and planning the schedule and financial commitment for special projects with an emphasis on funding opportunity announcements and other competitive actions.
  • Identifies and develops new initiatives to advance and mature energy related technologies.
  • Coordinates team efforts in developing scientific, technical, and management strategic and implementation plans for assigned projects that require the integration across energy programs (including integration among all TDC directorates).
  • Provides EE&M leadership in coordination with senior level management in initiating and conducting technical and management reviews of energy projects and program progress, and provides expert guidance on the need to redefine project direction or emphasis.
