Ensure the continued provision of reliable, affordable, and secure electricity from coal-fired generation assets through strategic recommissioning, reactivating, and modernization

The Stabilize mission under the Power and Capture Program champions efforts to extend the operational life of coal-based power plants. This involves strategically returning coal-fired generation assets to service and implementing targeted repairs and upgrades designed to restore equipment to peak performance and enhance plant efficiency.

The Coal Center of Excellence efforts focus on activities to stabilize existing coal, including plant modernization analysis, effective forced outage rate (EFOR) analysis, harsh environment sensors development, and plant-focused digital engineering demonstration. Stabilize activities include replacing or refurbishing boiler components, reheaters, turbine rotors, cooling tower fill, and condenser tubes. Environmental upgrades, such as refurbishing or installing advanced particulate removal, selective catalytic reduction of nitrogen oxides, and flue gas desulfurization systems, are supported for enhanced emissions reductions. The initiative also seeks to strengthen plant infrastructure, such as replacing outdated roofs with high-performance assemblies to improve insulation and structural integrity and constructing new facilities for handling coal combustion byproducts. The replacement of aging, end-of-life components is facilitated to reduce forced outages and improve overall reliability. This includes replacing critical transformers and mechanical equipment, installing new coal crushers, and upgrading major boiler, turbine, and generator components.
