General Engineer, GS-801-11, Laboratory Operations Center, Facility Operations, Maintenance, Operations & Sustainability 

This position is in the Laboratory Operations Center, Facility Operations organizational element.  Facility Operations manages real property facility activities at all NETL sites to assure safe, efficient and effective operations, consistent with the NETL mission and in accordance with applicable law, federal policy, and best practices. The incumbent of this position performs a variety of engineering duties and will be a member of the Maintenance, Operations & Sustainability Directorate at the Morgantown Site.  The primary purpose of this position is to provide technical support and guidance to the maintenance and operations of NETL facilities; and the design and construction of civil, structural, mechanical, architectural, electrical, environmental, safety/life safety, OSHA, and fire protection infrastructure upgrade projects or portions of projects that include such to ensure organizational goals are met.  Requires Federal Acquisition Certification for Contracting Officer’s Representative (FAC-COR).

Research General Engineer (Technical Director), GS-0801-15, Research & Innovation Center (Direct Hire)

The incumbent of this position will serve as Technical Director, Direct Air Capture (DAC) Center and will report directly to the Director of the Research & Innovation Center (RIC). This GS-15 position will lead all aspects of technical and operational program of the DAC Center, including leading the technical design of reactors and services, development of the operational model and associated business plan, creation of the sponsor engagement strategy, and ultimately the implementation and execution of all DAC operational and research plans. The technical director will coordinate with a large team of technical and operational staff (both federal and contract) to organize and conduct the daily strategic and tactical business. This technical director will be required to travel up to 25% time. RIC utilizes a matrix operational model designed to deliver excellence in research products while exercising the technical core competencies of the laboratory through multi-disciplinary teams spanning directorates and including staff, senior technical leaders, and management.  

The incumbent will possess a substantial record of scholarly achievements and demonstrated management experience and skill in:

  • Carbon capture, including direct air capture technologies
  • Aligning R&D products with sponsor needs and the DAC Center growth strategy
  • Managing at the intersection of competency and products across the RIC matrixed organization, in close coordination with technical leads, to ensure the overall DAC Center program meets the needs of current sponsors and anticipates the needs of future sponsors
  • Entrepreneurial research and development 
  • Ensuring quality of work products, proposals, and reports, and compliance with NETL/DOE policies and standards
  • Ensuring safety by implementing the NETL safety program
  • Representing DAC Center interests with internal and external stakeholders
