The U.S. Department of Energy (DOE), Office of Fossil Energy & Carbon Management (FECM), National Energy Technology Laboratory (NETL), is seeking to fill a vacancy for a General Engineer within the Energy Delivery & Security Directorate, Technology Development Center (TDC).  The overarching mission is to implement national research, development, demonstration, deployment, and outreach programs, in support of the DOE Office of Electricity, the Grid Deployment Office, and the DOE Office of Cybersecurity, Energy Security, and Emergency Response leveraging  industry, institutions of higher education, nonprofit organizations, utilities, and other federal agencies and national laboratories to develop and mature technologies, and support outreach efforts, that will accomplish the goals and objectives of those programs.  The incumbent is responsible for providing overall leadership and direction to pioneering scientific and engineering development efforts in achieving new and innovative capabilities.  The incumbent will also 1.) Have mastery knowledge of advanced theories, concepts, principals, and practices of project management in order to manage and coordinate a variety of technical R&D projects.  2.) Manage complex, high dollar, more visible projects.  3.) Exercise project management proficiency to structure research funding opportunity announcements; evaluate applications; negotiate new agreements and executes projects.  4.)  Serve as the Technical Project Officer on assigned awards; performing responsibilities as defined in DOE's Guide to Financial Assistance; 2 CFR Part 200 as amended by 2 CFR Part 910 (the DOE Financial Assistance Regulations); and applicable program rules.  5.) Regularly collaborate the technical progress and status of research projects via bullets, weeklies, fact sheets, abstracts and papers, other publications, and oral presentations; establish and maintains liaison with Leadership and technical personnel and experts in industry, academia, and national laboratories.

Information Technology Specialist (SYSADMIN/INFOSEC), GS-2210-13, Laboratory Operations Center, Information Technology, Infrastructure Operations and Engineering

The position of IT Specialist (SYSADMIN/INFOSEC) in the Infrastructure Operations and Engineering (IO&E) Team is in the Information Technology (IT) organization within the Laboratory Operations Center at the National Energy Technology Laboratory (NETL).  The IO&E Team designs, delivers, and manages all aspects of the Enterprise IT infrastructure at NETL.  Areas of responsibility within IO&E include Client Systems Engineering; Public and Private Cloud Services; Internet and Intranet Management; Data Center Management; Network Architecture; Telecommunications; Video Teleconference; Meeting and Conference Room Services; and some Research IT Support.  Staff members within IO&E perform Technical Performance Monitoring (TPM) oversight of work performed by IT support contractor(s) and perform as technical project managers over new initiatives as needed.  The position is physically located at either Pittsburgh, PA, Morgantown, WV, or Albany, OR and reports to the Supervisory Information Technology Specialist managing the IO&E Team.

The successful candidate serves as an IT Specialist (SYSADMIN/INFOSEC) performing as an expert on emerging technology in the areas of client systems engineering, office productivity, collaboration, mobile device management, and remote access enabled through local and cloud-based virtual desktop engineering capabilities.  Additionally, you will serve as the Primary Information Technology Specialist responsible for the design and implementation of secure client systems and related components supporting the laboratory and partnering collaborators in energy research, to include the Department of Energy, universities, and private entities.  You will review and interpret security mandates as well as federal and departmental policies for application and impact to NETL IT client system endpoints, office productivity tools, mobile devices, and remote access systems.  The selected candidate will be responsible for the development and implementation of standard operating procedures and secure management practices governing client systems and business productivity tools and related IT environments.  The selected candidate will implement a variety of tools and/or devices (both endpoint and host based) designed to collect data related to the security of client systems and related processes.  Additionally, the selected candidate will work closely with NETL Cyber Security Personnel to assist in the resolution of security issues and to recover information/assets related to breaches/investigations within the client systems environment and connected systems.
